- Introduction
To foster a culture of quality and continuous improvement at Haridwar University, establishment of an Internal Quality Assurance Cell (IQAC) is proposed. This initiative aims to enhance the academic and administrative performance of the university through systematic, well-documented, and coordinated efforts.
- Objectives of IQAC
- Ensure Clarity and Focus :The IQAC will ensure a heightened level of clarity and focus in institutional functioning towards quality enhancement. It will help align all activities with the university’s mission and vision, ensuring a clear path towards achieving excellence.
- Internalize Quality Culture : The IQAC will work towards embedding a culture of quality within the university. This will involve promoting awareness of quality practices among all stakeholders and ensuring that these practices become an integral part of the university’s ethos.
- Enhance and Coordinate Activities :The IQAC will ensure the enhancement and coordination of various activities across the institution. By institutionalizing all good practices, the IQAC will ensure that these practices are consistently followed and improved upon.
- Sound Basis for Decision-Making :The IQAC will provide a sound basis for decision-making to improve institutional functioning. Through systematic data collection, analysis, and reporting, the IQAC will support evidence-based decisions that drive continuous improvement.
- Dynamic System for Quality Changes :The IQAC will act as a dynamic system for initiating and managing quality changes in higher education institutions (HEIs). It will be proactive in identifying areas for improvement and implementing strategies to address these areas.
- Organized Documentation and Communication :The IQAC will build an organized methodology for documentation and internal communication. This will ensure that all quality-related information is systematically recorded and easily accessible, facilitating transparency and accountability.
- Functions of IQAC
The IQAC will perform the following functions
- Develop quality benchmarks for various academic and administrative activities.
- Facilitate the creation of a learner-centric environment.
- Arrange for feedback from students, parents, and other stakeholders.
- Disseminate information on various quality parameters.
- Organize workshops, seminars on quality-related themes, and promote quality circles.
- Document various programs/activities leading to quality improvement.
- Act as a nodal agency for coordinating quality-related activities.
- Prepare the Annual Quality Assurance Report (AQAR) as per guidelines and parameters.

To ensure the effectiveness of the IQAC, the following training and capacity-building initiatives will be undertaken
- Orientation/FDPs for IQAC Members :Organize initial orientation sessions and regular FDPs to keep members updated on quality assurance practices.
- Workshops on Quality Assurance and Accreditation :Conduct detailed workshops on internal quality audits, self-assessment processes, and accreditation criteria.
- Capacity Building Programs :Training on the use of technology in quality assurance, stakeholder engagement, research promotion, and interdisciplinary activities.
- Professional Development Opportunities :Encourage participation in national and international conferences, collaboration and exchange programs, and online courses.
- Continuous Learning and Improvement :Regular internal seminars, creation of a repository of best practices, and periodic assessment of training effectiveness.
Establishing the IQAC at Haridwar University is a pivotal step towards institutionalizing a culture of quality and continuous improvement. With a structured approach to enhancing academic and administrative performance, the IQAC will drive the university towards achieving excellence in higher education.
By implementing the above proposal, Haridwar University will not only improve its internal processes but also set a benchmark for quality assurance practices in higher education institutions.
